It is a dynamic-based blacklist that maintains a list of many DHCP (Dynamic Host Configuration Protocol) ranges from Internet Service Providers.
The Uceprotectl1 Blacklist lists both single IP Addresses and entire ranges that are guilty of performing spam-like activity.
